    The Coordination Gap: Which Organizational Layers Bind the Value of Enterprise Artificial Intelligence

    Enterprise AI frameworks now broadly agree that value comes from organizational systems, not models. What they don't specify is which organizational elements bind that value, or how they relate. This paper presents the AI Value System: a living Knowledge layer and Governance layer as the enabling base, Coordination and Orchestration as the engine that runs the work, Human Adoption as a cross-cutting condition running through every layer, and Value, defined as "outcome net of total cost," emerging from the functioning whole. Its central claim is that two elements bind value while most frameworks underbuild them. Coordination, usually left implicit. And Human Adoption, usually measured but rarely designed as a system-wide condition. Within adoption, it isolates human judgment as the capacity whose importance rises rather than falls as orchestration automates.
